2687d20280 Rework release.mk for CI
Make it possible to build scrcpy-server and Windows binaries in
parallel from different GitHub Actions workflows, and to package
everything as a final step.

538a32a539 Fix .PHONY in release.mk
The prepare-deps recipe does not exist anymore. It has been split into
prepare-deps-win32 and prepare-deps-win64.
