- Retry failed requests more aggressively so certspotter doesn't fall behind
downloading entries.
- Support `$CERTSPOTTER_CACHE_DIR` for overriding cache directory location.
- Support `$STATE_DIRECTORY`, `$CONFIGURATION_DIRECTORY`, and `$CACHE_DIRECTORY`
when running under systemd.
- Truncate long error responses from logs, to keep size of error files down.

- Instead of writing log errors to stderr, save the last 7 days worth in the
state directory, and include recent errors in failed health check notifications.
