chore(tailwind): setup Tailwind CSS with preflight on

- Install tailwindcss, postcss, autoprefixer
- Add tailwind.config.js and postcss.config.js
- Create src/styles/tailwind.css with base/components/utilities
- Import Tailwind before index.css in main.tsx
