Kevin Chung b900d1cb68 Fixes #315 (#316 )

CTFd creates the database instead of the docker-compose files which allows us to control encoding. Also adds a test for registering with a unicode team name.

What is CTFd?

CTFd is a Capture The Flag in a can. It's easy to customize with plugins and themes and has everything you need to run a jeopardy style CTF.

Install

./prepare.sh to install dependencies using apt.
Modify CTFd/config.py to your liking.
Use python serve.py in a terminal to drop into debug mode.
