Closes#1413 . Basically, SQLite emits a check in a transaction to see
if it is attempting to write. If the db is in read only mode, it throws
an error, else the statement is executed. Mirroring how Rusqlite does
it, I modified the `OpenFlags` to use bitflags to better configure how
we open our VFS. This modification, will enable us to run tests against
the same database in parallel.

I don't know when and why we dropped log::* in favor of tracing but when it was done, it made relevant logs not appear any more while debugging so... I added test_log::test which helps by automatically adding info logs from trace package.
This PR cleans up some comments in the extension API and prevents
extensions themselves from calling 'free' on Value types that are
exposed to the user facing traits, as well as changes the `from_ffi`
method for OwnedValues to take ownership and automatically free the
values to prevent memory leaks.
This PR also finds the name of the `args: &[Value]` argument for scalar
functions in extensions, and uses that in the proc macro, instead of
relying on documentation to communicate that the parameter must be named
`args`.

chrono has default features that are incompatible with some targets, such as non-js WebAssembly.
Removing the unused defaults allows limbo to compile to these targets
This PR introduce simple fuzz test for BTree insertion algorithm and
fixes few bugs found by fuzzer
- BTree algorithm returned early although there were overflow pages on
stack and more rebalances were needed
- BTree balancing algorithm worked under assumption that single page
will be enough for rebalance - although this is not always true (if page
were tightly packed with relatively big cells, insertion of new very big
cell can require 3 split pages to distribute the content between them)
- `overflow_cells` wasn't cleared properly during rebalancing
- insertions of dividers to the parent node were implemented incorrectly
- `defragment_page` didn't reset
`PAGE_HEADER_OFFSET_FRAGMENTED_BYTES_COUNT` field which can lead to
suboptimal usage of pages

We really need to make the WAL lock less expensive, but switching to
`parking_lot` is anyway something we should do.
