Switch to runtime flag for enabling indexes
...
Makes it easier to test the feature:
```
$ cargo run -- --experimental-indexes
Limbo v0.0.22
Enter ".help" for usage hints.
Connected to a transient in-memory database.
Use ".open FILENAME" to reopen on a persistent database

long fuzz tests ci on btree changes
...
The idea is simple, if you modify the btree, we should verify fuzz tests
with long number of iterations to decrease the chance of a regression
