* made it easier for the Home Assistant addon
  to specify the signal-cli config location.

a8620463cb fixed dockerfile for arm64 builds 
* build native extension BEFORE replacing platform specific
  zkgroup + libsignal-client, otherwise shared objects are overwritten
  by the x86-64 one.
