Rusty Russell e9e6f72d7c bitcoin_tx_check: don't rely on tmpctx. 
We assert() this in onchaind while grinding fees; better to free newtx.

Before this we hit 530MB, after a mere 2.5MB.

These are standard bitcoin manipulation routines which should be
provided by any normal bitcoin library in whatever language you choose.

The ones here are standalone ones taken from bitcoin core and some I
wrote, many taken from bitcoin-iterate and pasted in here.
