Rusty Russell cf43e44378 common/features: don't use internal global. 
Turns out that unnecessary: all callers can access the feature_set,
so make it much more like a normal primitive.

Plugin Directory

Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
