Rusty Russell 0d94530f13 commando: runes infrastructure. 
We support the old commando.py plugin, which stores a random secret,
as well as a more modern approach which uses makesecret.

Plugin Directory

Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
