You cannot refresh the gossmap with localmods applied, nor apply localmods
when others have applied localmods in the same process.
There are optimizations we could do, but for now always apply/unapply before
querying gossmap.

Any file in this directory which is executable and whose name only
consists of alphanumeric characters, space, '.', '-' or '_' will be
automatically loaded when lightningd starts (unless suppressed with
commandline options).
