Rusty Russell bf54d6dcf5 libplugin: use proper JSON id for rpc_scan(). 
And fold start_json_request() and start_json_rpc() into the core
function since it's the only caller.

Plugin Directory

Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
