Rusty Russell b80b746cd9 pay: don't wait forever if we're already past deadline. 
I don't know why it thinks that blockheight is INT_MAX, but
we shouldn't wait forever anyway.

Plugin Directory

Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
