Rusty Russell ae4856df70 commando: don't look at messages *at all* unless they've created a rune. 
This means we can leave commando on by default, without an explicit config flag.

Plugin Directory

Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
