Rusty Russell a4bc3e5673 common/bolt12: include correct bolt12 wiregen header. 
Don't include exp directly, use an ifdef in common/bolt12
(like we do for peer and onion wiregen files).

Plugin Directory

Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
