Rusty Russell a084bb2160 bitcoin/tx: make sure we don't try to do a huge allocation on bad input tx.

This could only happen via our RPC interface (bitcoind should not give
us bad txs!) but it's better to be robust.

These are standard bitcoin manipulation routines which should be
provided by any normal bitcoin library in whatever language you choose.

The ones here are standalone ones taken from bitcoin core and some I
wrote, many taken from bitcoin-iterate and pasted in here.
