Rusty Russell 9a22e7b3a1 plugins/bcli: make feerate calls more changeable. 
This make it clearer what we're doing, IMHO, so we can easily alter
the levels if we want.

Plugin Directory

Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
