Rusty Russell 92f2461b5d plugins/pay: fix leak on failed new payments. 
Start with attaching the payment to cmd (in case of failure), then steal
onto the plugin itself.

Plugin Directory

Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
