Rusty Russell 7e48f77d43 bitcoin/tx: expose functions for raw wally_txs. 
These are useful for tx_parts:

1. wally_txid.
2. linearize_wtx.
3. wally_tx_input_spends
4. wally_tx_output_get_amount
5. wally_tx_input_get_txid

These are standard bitcoin manipulation routines which should be
provided by any normal bitcoin library in whatever language you choose.

The ones here are standalone ones taken from bitcoin core and some I
wrote, many taken from bitcoin-iterate and pasted in here.
