this is unnecessary, and actually severely limits the functionality
of `wally_tx_add_input`, which will expand the allocated input
length if there's not enough room for the additional input

p = realloc_array(tx->inputs, tx->inputs_allocation_len,

tx->inputs = p;
tx->inputs_allocation_len += 1;
```
These are standard bitcoin manipulation routines which should be provided by any normal bitcoin library in whatever language you choose. The ones here are standalone ones taken from bitcoin core and some I wrote, many taken from bitcoin-iterate and pasted in here.
