niftynei dfa325dc4d bkpr: make unit tests not fail if !HAVE_SQLITE3 
We rely on sqlite3 being present to run unit tests for some bookkeeper
tests; here we effectively disable these tests if not available

Plugin Directory

Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
