It was spread over the step callback, but we only need to initialize the routehints array there, child-payments can just inherit most of the information.
Plugin Directory
Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
