So add a new 'strategy' field.  This makes it clearer what is going
on, currently one of:

* "Initial attempt"
* "Excluded channel <scid>"
* "Removed route hint"
* "Excluded expensive channel <scid>"
* "Excluded delaying channel <scid>"
