channeld: use explicit --experimental-upgrade flag, not #ifdef EXPERIMENTAL_FEATURES

And no longer insist on opt_quiesce.

Changelog-EXPERIMENTAL: Config: `--experimental-upgrade-protocol` enables simple channel upgrades.
