Manabu Sugimoto 5e9b807ba0 release: Use ${GOPATH}/bin/yq for upload-libseccomp-tarball action 
We need to explicitly call `${GOPATH}/bin/yq` that is installed by
`ci/install_yq.sh`.

Fixes: #3014
