Fabiano Fidêncio 0217abce24 kata-deploy: Deal with empty containerd conf file
As containerd can properly run without having a existent
`/etc/containerd/config.toml` file (it'd run using the default
cobnfiguration), let's explicitly create the file in those cases.

This will avoid issues on ammending runtime classes to a non-existent
file.

Kata Containers packaging

Introduction

Kata Containers currently supports packages for many distributions. Tooling to aid in creating these packages are contained within this repository.

Build in a container

Kata build artifacts are available within a container image, created by a Dockerfile. Reference DaemonSets are provided in kata-deploy, which make installation of Kata Containers in a running Kubernetes Cluster very straightforward.
