Tobin Feldman-Fitzthum da0f92cef8 gha: ci-on-push: Don't skip tests for SEV-SNP ...

Now that we have SNP artifacts in place and they are built via gha,
remove the condition that skips the tests for SNP.

Fixes: #6809
