Marco Vedovati e6dac824fc runtime: fix strict "= VERSION" dependencies for deb pkg 
When specifying a "Depends: (= VERSION" match in deb packages, the full
"VERSION" needs to be specified, including the trailing release number.

This fixes a regression introduced in: 63413814
Fixes: #531

Building under OBS

SUSE's Open Build Service (OBS) is used to build the official Kata Containers packages.

This directory contains tooling and packaging metadata to build all Kata components with OBS.

See the Kata installation documentation for instructions on how to install the official packages.
