Add kernel 4.14.x config for s390x. This is taken from https://github.com/linuxkit/linuxkit/blob/master/kernel/config-4.14.x-s390x commit 323043fdd843d0ef920e5348f6e1315039e1f1d3 Also a minor mod was made to this file to disable CONFIG_SERIAL_8250.
