Penny Zheng aa62781aa7 unit-test: reconstuct TestMain ...

os.Exit will skip all deferred instructions.
So we should reconstruct TestMain to leave all setup-related
code in setup(), and all cleanup-related code in shutdown().

Fixes: #2398
