bin 48e5e4f2f3 test: install mock hook binary before test

`make test` depends mock hook in virtcontainers directory,
before test, install it first.

And also run test as normal user and root in GitHub actions.

Fixes: #1554

This repository contains a number of packages in addition to the virtcontainers package:
