Fabiano Fidêncio 4bb8fcc0c0 tests: kata-deploy: Add placeholder for kata-deploy-tests-on-tdx ...

This will not be tested as part of the PR, thanks to the
`pull_request_target` event, but we want it to be added so we can build
atop of that in a coming up series.
