Peng Tao b8ce291dd0 build: update golang version to 1.19.2 
So that we get the latest language fixes.

There is little use to maitain compiler backward compatibility.
Let's just set the default golang version to the latest 1.19.2.

bytefmt

Note: This repository should be imported as code.cloudfoundry.org/bytefmt.

Human-readable byte formatter.

Example:

bytefmt.ByteSize(100.5*bytefmt.MEGABYTE) // returns "100.5M"
bytefmt.ByteSize(uint64(1024)) // returns "1K"
