Gabriela Cervantes 8cc088b540 packaging: Remove kata-pkgsync tool ...

This PR removes the kata-pkgsync tool that is mainly used for OBS
packages, currently for kata 2.0 we do not have OBS packages and
this tool is not being used for kata 2.0

Fixes #3493
