The agent configuration file, which is part of the docs, is used by the
confidential containers CIs and, right now, cannot be run behind a
firewall, which is exactly how the TDX CIs are reunning, as https_proxy
is not set there.

Kata Containers doesn't support host network namespace,
it's a common issue for new users. The limitation
is deleted, this commit will add them back.
Also, Docker has support to run containers using
Kata Containers, delete Docker from not support list.

Replaces calls of nproc with nproc with
nproc ${CI:+--ignore 1}
to run nproc with one less processing unit than the maximum to prevent
DOS-ing the local machine.
If process is being run in a container (determined via whether $CI is
null), all processing units avaliable will be used.
