fix: remove unused props and clean up linting errors

- Remove unused lastFetchTime parameter from BookmarkList
- Remove unused loading and onRefresh parameters from HighlightsPanelHeader
- Update HighlightsPanel to not pass removed props
- All linting and type checking now passing
